After reading all the comments and mulling it over while eating dinner. This does NOT feel legit or like a random request.
The fact that you want 2 seperet VPNs one for management screams illicit activity, or atleast like you are selling residential proxies.
I would be tempted to to say yes so I can get the SD card, but it would probably just be “nothing to see here”
